Let us do it in stepwise.

Step one:
Be specific.

When you're a newbie, you must actually know what your interests are.
When you want to start a blog you must be very keen about a particular category you are interested in.
For example, Someone is very keen on finance and some of them are keen about food.
So, it is very important to be specific about what you're going to start with.

Step two:
Choose a right platform :
Now that you have an idea with you, You need to choose a platform to write your blogs.

You can choose Wordpress, Blogger, Tumbler, Wix and so on.

Since you're a newbie you can start it up with Google's Blogger.
The crux of using WordPress or any other platform is, You will have to buy a domain name and other services if you want to use its complete services.
Whereas in blogger everything is free initially. You don't have to pay for taxes or any other additional services.

Once you are used to it, then you can change your platform to any other site.

Step three:
Write frequently
It is very much important to post at least once a week. Your audience must not get bored with your blog. They must get engaged and entertained.
So try to post frequently.

Step four:
Maintain SEO
To maintain Search Engine Optimization, you have to use the right keywords.

1. If you're writing a post related to fashion, try to get some keywords form hashtag analytics website.

These websites help to build engagement and reach.
Once you get the right keywords, try implementing them in your article.

Right keywords will help you to get more visibility in Search Engines as in google.

For example, if someone is searching about 'fashion tips in summer', Your article will get displayed on Search Engine if you have used the word 'fashion tips' frequently in your article.

2. You have to design an appropriate cover picture for your article.
If the cover picture looks attractive,people will visit your blog and read the articles you have written.
You can use Canvas and Photogrid to edit your cover pictures.

3. Always maintain an Email list.
When you're just starting, it is obvious that you don't have enough subscribers as a newbie.
Collect email Ids from people and send them your post as a group mail every week.
If people like what you wrote, then they will subscribe to your Blog.
